In the context, "a cop is watching a crime in progress", I'd say he was getting ready to make an arrest, to put somebody under arrest, to arrest the perp :)

for the points-winner wording to be usable, you'd have to say something like " ... told /the suspect/ he (she) was under arrest," replacing /the suspect/ with your favourite direct object.

"to collar" is a colloquial enough expression, in the U.S. at least. Not sure about UK texts.

the law enforcement officer must first officially declare his or hers arrest by reading his or her Miranda rights. It's a formal situation where there is no room for informal or idiomatic expressions.

How do I know if I am under arrest? An arrest is effected if words such as “you are under arrest” or “I am arresting you for ...” are used while at the same time touching or taking hold of the arrested person so that it is clear that he or she is being arrested.
In the United Kingdom a person must be told that he is under arrest, and "told in simple, non-technical language that he could understand, the essential legal and factual grounds for his arrest".
