Pretty sure it is just change. I know that seems simple but it is what I thought all along. I did a search in google with Heracletus and the word devir and this is what I found "Problematiza a questão do devir (mudança). .... dbpedia:Heracleitus · dbpedia:Heracleitus_of_Ephesus · dbpedia:Heracletus · dbpedia:Heraclitan" when I clicked on the link I did not find anything about (mudança) which it referred to above, but you can see that someone gave that definition to devir. Hope this helps.

I agree that the type of change is constant as José Crespo has stated but I would not translate it with the word constant, just cosmic change and human change.
