I'm familiar with using jumpers in other contexts, where a 'jumper' is a wire that is placed to temporarily alter a circuit. But I have no experience with telecommunications, and it's possible that there is a better phrase. For example, the definition for jumper in the reference I linked simply says "Synonym cross-connection"
