Portuguese term or phrase: polo emissivo e receptivo
Prezados colegas:

outbound and inbound hub/center
Explanation:
in tourism terminology, these are the terms they use......take a look at these"

The United Nations classified three forms of tourism in 1994 in its Recommendations on Tourism Statistics: Domestic tourism, which involves residents of the given country traveling only within this country; Inbound tourism, involving non-residents traveling in the given country; and Outbound tourism, involving residents traveling in another country. So from a U.S. perspective when an American goes on a trip to France that's an example of outbound tourism.

departure and arrival point

Explanation:
I think this might work quite well in the context, as they are talking about travellers.

Bahia is the main departure and arrival point for the North/North-East...

I don't think you can import and export people (at least not any more :-))

agree  Donna Sandin: I agree if "hub" is used and it's clear that they are talking about tourists
