Portuguese term or phrase: responderá senão

This is an agreement for a joint survey of damaged cargo.
Im having some trouble with the phrase within this context of , 'este não responderá senão pelo...... ', ? does 'responderá' in this context mean 'to be liable', and then we have, "...will not be liable (if not???) for the C&F value of the sea freight, in proportion to the damaged or lost cargo".
I have been in shipping for many years but this not at all clear to me, any comments most gratefully received.

09. Como a causa dos danos a que se refere o item 2 ficando constatada a responsibilidade ao Transportadora Maritimo e/ou seus prepostos este não responderá senão pelo valor custo e frete, na proporção da mercadoria avariada ou perdida.

Explanation:
A expressão "não responderá senão" é exatamente igual a "responderá somente por". É um dos raros casos em que a dupla negativa em português implica em algo afirmativo.

I confess I see no problem substituting WILL with SHALL. But I insist on placing ONLY after the word LIABLE. SHALL ONLY would convey the meaning of this is the only thing the carried would have to do. SHALL BE LIABLE ONLY conveys the idea of it would be liable for just one thing, which is the case. Just my opinion...
