Olá Martine,

"Cumpre-nos informar" costuma ser usado quando o que você vai informar não é nada agradável e pouco amigável.

Tipo: "caro cliente, considerando as repetidas tentativas de solucionamento do caso de nossa parte, cumpre-nos informar que o caso foi encaminhado a nosso jurídico que tomará as providências judiciais cabíveis"

São sempre coisas bem legais de se tomar conhecimento.

E a formulação visa tanto ser educado, lamentar a informação que está prestes a dar, como também se isentar da responsabilidade de *ter que dar* uma informação que é fatalmente uma ameaça ou uma pressão.

Implícito está que o comunicante só veio dar esta péssimo notícia por que a ele cumpre fazê-lo. Despreende-se que ele gostaria que as coisas fossem de outro jeito.

Por isso procurei uma expressão que contenha estes mesmos elementos.

É o mesmo tipo de função de eufemismo ("cumpre-nos informar" quando queria dizer "pois fique sabendo que") que existe em "je suis désolé" en francês (que muitas vezes esconde um "c'est votre problème").
