In Deutschland gibt es meines Erachtens kein vergleichbares Amt.
Vielleicht könnte man es als Zentrales Urkundenregister bezeichnen?? Würde zumindest die Idee recht gut wiedergeben...

In diesem Zusammenhang geht es um die Registrierung eines Pachtvertrags.

Stimmt. Ist vermutlich besser. Den Begriff "zentral" hatte ich gewählt, da hier (unabhängig vom
zuständigen Bezirk) sämtliche Urkunden registriert werden können. Ist aber vermutlich eher verwirrend!
