Das ist kein Konjunktiv und man kann "pelo que" in diesem Fall auch mit keinem Konjunktiv konstruieren. Es müsste korrekt heissen "pelo que receberão …" also mit Futur I. Der Autor war wohl grammatisch nicht vorgebildet.
