Explanation:
For that purpose, inter alia, each tax administration maintains an electronic database containing the VAT registration data of its traders. Such information includes the VAT identification number, the date of issue, the trader's name, the trader's address and, where applicable, the date of cessation of validity of a VAT number.

Se pare ca "issue date" sau "date of issue" este data la care a fost eliberat numarul de inregistrare fiscala, adica data la care entitatii respective i s-a atribuit acest numar.
'Data eliberarii" poate fi data la care reprezentantul entitatii respective a intrat in posesia documentului eliberat de Reg. Com. pentru a atesta atribuirea. Dar ar trebui sa fie tot "to issue", asa cum ne arata, spre exemplu, Grand Dictionnaire Terminologique - dati cautare pe http://www.granddictionnaire.com/btml/fra/r_motclef/index102... dupa "delivrer" si mergeti pe perechea Fra-Eng, pe oricare din domenii - solutia general adoptata pentru "delivrer" - in special cu referire la un document - este "to issue".
