Social Sciences - Education / Pedagogy / school enrolment
Romanian term or phrase: nescolarizare
Atentie, este vorba despre copiii (de romi, de exemplu) care nu sunt , pur si simplu inscrisi la scoala, deci nu este vorba despre droputs, drop out (abandon scolar). As putea traduce asa in general, dar imi trebuie un termen specific uzitat in limba engleza. Si nu este vorba despre analfabetism care ar fi rezultatul acestei actiuni. Multumesc frumos.

non-enrolment in school
Explanation:
sau school non-enrolment

neşcolarizare = non-enrolment in (elementary, primary) school sau school non-enrolment
out-of-school children = fie au fost nevoiţi să renunţe la şcoală, fie nu urmat vreodată o şcoală

Multe exemple din documente Unicef, Unesco şi UE, inclusiv şi out-of-school school-age children, quite a mouthful :|

Among the leading causes for non-enrolment in school are the high rate of poverty in the survey area, a lack of resources (financial and other) and the need for children to help support their families. Survival dominates the family’s priorities and places education for their children in a position of secondary importance.

The numerous initiatives and programmes have tackled issues including abject poverty, unemployment and non-enrolment in schools. UNRWA and the EC have succeeded in their efforts to generate a positive change to the lives of the ex-Gaza refugees living in the camp.

The increase in high-school non-enrolment is particularly worrisome (Figure 3), since it has quickly reversed the long-term gains in high-school enrolment achieved between the mid-'80s and the mid-'90s.
Thus, as the Philippine economy entered a downturn in 1998, there was a marked increase in both the number of children not enrolled in elementary and secondary schools. http://www.ilo.org/public/english/support/lib/financialcrisi...

24 million: The number of out-of-school children in West and Central Africa
Millennium Development Goal 2: Achieve universal primary education
Target: Ensure that all boys and girls complete a full course of primary education
http://www.unicef.org/factoftheweek/index_40174.html

Globally, there are some 10 million more girls out of school than boys. Eighty-three percent of all girls out of school in the world live in sub-Saharan Africa, South Asia, and East Asia and the Pacific.

Yet the number of children out of school remains high. In the 2001-2002 school year, some 115 million children of primary-school age were not in school – two thirds of them girls, and according to current estimates, 77 million eligible children are not enrolled in school and many of those enrolled do not attend.

disagree  Denes Ilona: acesta e un proces revers, mai degraba traductibil prin "descolarizare" in lb. romana http://en.wikipedia.org/wiki/Unschooling
