Reference information:
The Review Board must decide whether or not the project is likely to cause significant adverse impacts or significant public concern. Based on this the Review Board will decide whether the development should be approved, and if so, with what mitigation measures.

If the Review Board finds that the proposed development is likely to cause significant adverse impacts it can recommend an environmental impact review or it can reccommend that the proposed development be rejected.
If the proposed development is likely to cause significant public concern, an environmental impact review is required.

Un alt document, în care faza aceasta cred că este numită screening stage:

# The environmental impact of the project will be evaluated in cooperation with the Commission of Technical Analysis and the announcement regarding the submission of the request for issuing the environmental agreement will be published on their web page; The investor has also the obligation to make public announcement by any means available (i.e. newspapers, webpage etc.);
# The Environmental Agency (ANPM) will publish the announcement regarding the decision of the screening stage requiring environmental impact assessment (EIA) and adequate assessment (AE);
# The Environmental Agency (ANPM) informs the investor of the project regarding the decision of EIA and AE with the obligation to make it public in the local or national newspapers;
