This term could not really be used in all the instances required in this translation. I would say that the usage of the term is not the same as it may be in Romanian. I would not substitute the final glossary term every time here.

Both these terms have different nuances, I would say that "refer to" has the sense of both confiding in and taking advice from, whereas "relate to" is rather more limited and means that the person "relating" to god (or whoever) believes that they are on the same level of understanding and perception. To "regard" would be incorrect in this context. (IMO)

It is not a certain type of document, I usually need in translations and I do not know exactly how to translate it. Besides your variant, I have found "to refer to", "to have reference to", probably "to regard"... For me, "to relate to" seems the best, but I want to be sure because I have this expression many times.
