To apply for entry onto the Specialist Register you will need to hold:

A Certificat de medic specialist awarded by the Ministerul Sănătătii Publici (the Ministry of Public Health).

If your specialist certificate was awarded before 1 January 2007, or if you began your training leading to the award of that certificate before that date, you will also need to hold either:

A document from the Ministerul Sănătătii Publici (the Ministry of Public Health) confirming that the training leading to the award of your specialist certificate meets the standards detailed in Articles 25, 26 and 27 as appropriate of Directive 2005/36/EC.

I obviously misunterstood your context and was wrong about the certificate.

Thank you for that information. I could see that the Certificate was to replace the Adeverinta but I could not understand what the point of it was. This explains it very well.

The first certificate was an "Adeverinta de medic specialist in specialitatea neurochirurgie" and the second one it is being equalled to is "Certificat de medic specialist neurochirurgie eliberat de Ministerul Sănătătii Publiche". (Both Romanian).

Her first award was gained at a medical university in Bucharest. This letter is written by the Romanian Ministerul Sănătătii Publiche and cites the community directive EEC/93/16 of 05.04.1993, which facilitates "facilitate the free movement of doctors and the mutual recognition of their diplomas, certificates and other evidence of formal qualifications". Later in the letter it is specified that this award will be recognised as "Certificat de medic specialist neurochirurgie eliberat de Ministerul Sănătătii Publiche". Does that make sense?

I do believe that "equivalent to..." may be a good option here. (rather than my previous discussion entry when I suggested (albeit to myself) the term "mutually".

Then it is not the abovementioned holder, but the abovementioned "titlul de calificare" (some other document mentioned in the previous paragraph) that is equivalent somehow to this Certificat de medic specialist.

More context, please. "Assimilation" of a holder by/to a certificate makes just as little sense in Romanian as in English.
