Aceste două grupe au fost instituite în România prin 1966-8 în scopuri legate de drepturile de asigurări sociale pentru anumite categorii (în SUA sau UK: hazardous, strenuous, physically demanding occupations/working conditions etc).
In grupa I, locurile de munca cu conditii care provoaca uzura prematura a organismului, ca o consecinta a:
a). prezentei la locul de munca a unor substante forte vatamatoare care pot provoca boli profesionale sau de alta natura, foarte grave, ce pot determina o incapacitate de munca permanenta si totala;
b). unor conditii de munca ce implica un efort fizic foarte mare, in special la locurile de munca cu temperaturi foarte ridicate.
