Does it mean that the competent authorities are only bound by a “reasonable time” rule?

English translation:reasonable term
Explanation:
Not "reasonable time" but "reasonable term" rule". Anyway, the Roamnian text you are translating is rather faulty.
Instead "de regula termenelor", read
"dupa regula termenelor".

Thanks, but it is either "in reasonable terms" or "reasonable time", not reasonable term.
