În orice caz, prin "partial idleness" nu se înţelege obligatoriu acel procent de 75% prevăzut de legeea românească. Mă gândesc că soluţia ar fi o explicaţie suplimentară, eventual în paranteză.

a term that is constantly in the news these days due to the lingering global economic downturn. The meaning of the word seems to be evolving with the times too - continuous, intermittent, forced furlough, etc. This term may apply depending on the circumstances of the workers, and your target audience of course.

TAMPA - The public lexicon is changing as the economic downturn lingers.

Phrases such as "stimulus package," "bankruptcy cram-down" and "mortgage modification" weren't in vogue a year ago. And now there's another newly familiar phrase: "forced furlough."

"This is the first time we have even heard the word furlough," said Yvonne Lyons, executive director of the union that represents Hillsborough County teachers.

The county's school district is considering forcing teachers to take a two-day furlough this year to save money.

The massive deficit reflects the hit California's economy has taken during the recession and from rising unemployment....

To cut state spending, Schwarzenegger has imposed three furlough days for a range of state employees. Under Yudof's plan, the UC System would follow with a tiered furlough schedule with its highest-paid employees subject to 26 furlough days, equivalent to a pay cut of 10 percent.

The university system's lowest paid employees would take 11 furlough days, which equals a 4 percent pay cut.

Furloughs have been taking place for quite some time of course and in ever greater numbers nationwide here in both the private and public sectors.

The California State University and the University of California, the largest higher education systems in the world have adopted various intermittent, forced work furlough policies imposed on both academic and non-academic staff (in addition to layoffs, budget cuts, etc). The California Community College system, also the largest in the world, avoided furloughs with other measures for the time being. State employees have been dealt the same hand - furloughs. It's the same across the country.

Unfortunately, this is a common situation around the world now, no matter what it is called.
