possibly "leaves a lot to be desired", though I find "a lot" slightly less elegant.
Or you could take another approach along the lines of "is highly unsatisfactory" or "falls a long way short of (what it should be)", etc. though I prefer the "leaves... to be desired" construction, which I think is elegant and succinct.
