"ipotecare" in questo caso vi sembra corretto? o "grevare" ha anche un significato più generico, ad es. "gravare di vincoli"?

Direi che si tratta proprio di ipoteca! Il link sotto rimanda a un articolo sull'art. 2384 del Nuovo Codice Civile romeno, che tratta appunto dell'ipoteca immobiliare.
In italiano utilizzerei la locuzione "(divieto di) iscrizione di ipoteca"...
