в таможенном праве на этот счёт есть разные понятия.
С одной стороны есть contingent. Это определённое количество ввозимого продукта, с определённым таможенным номером, которое допущено к ввозу за год.
Как только контенгент превышен - воозная пошлина повышается в разы.
Потом есть anti-dumping maatregelen - в основном на товары из Китая. Это таможенные пошлины столь высокие, которые делают ввоз данной продукции в Европу невыгодным, тем самым местные европейские производители получают возможность развенруться.
