Имеется в виду - в противовес in relative terms или in percentage terms, когда те же отчисления измеряются в процентах от общей суммы поступлений (допустим, 1% от общих продаж стиральных машин направляется в фонд гарантийного ремонта - у меня как раз машина Indesit что-то капризничает...)

Там так по-русски (скорее, по-бюрократически - \"суммовое выражение предельного размера отчислений \") закручено, что в переводе нужно \"вернуть фразе исходный смысл\".
