Russian term or phrase:исчисление подоходного налога
This term is from the title of a table. Here's the full title:
Расчет по равномерному исчислению подоходного налога с физических лиц
I know that "подоходный налог" is "income tax," but I'm having a hard time dealing with "расчет" and "исчисление" together like this. I googled the entire title in quotes and only found it on two sites in Kazakhstan. Here's one: http://www.eas.kz/kazconf.php

Just write "even or uniform (over the period)", and des i.
There is "равномерное начисление износа", which is straight-line depreciation, but taxes - see above.

You'd better not use "withholding", which is not mentioned in the context and does not follow from it.

Regarding ASSESSMENT:
"calculation of income tax asessed" - 0 hits
"calculation of income tax to be asessed" - 0 hits
"income tax assessed was calculated as follows" - 0 hits
Исчисление - это не просто расчет. Это определение налоговой базы, ее компонентов и т.д. Поэтому назвать все это просто tax calculation/computation - неправильно. Если уж от чего и отказываться из этой фразы, так это от "расчета", заменив его на
"расчет по . . . исчислению" doesn't make much sense to me, too, if it helps ("равномерному" also sounds inappropriate; I'd take "единообразному"). It's just bad Russian. I guess they meant "начислению" (assessment)
The use of "по равномерному" and the way the table is broken down into months suggests "Calculation of Personal Income Tax Witholding" as a possible title for the table. Anybody have an opinion on that?
