Accrued Salaries and Wages Payable
On second thought, let me make a correction - Salaries and Wages Accrued is not exactly what is meant here. Salaries and Wages is a good equivalent for the Russian statutory account No. 70 - Счет №70 "Расчеты с персоналом по оплате труда". But according to the "Инструкция по применению плана счетов бухгалтерского учета..." as approved by the Russian Ministry of Finance, "начисленные, но не выплаченные в установленный срок суммы отражаются по дебету счета 70 "Расчеты с персоналом по оплате труда". However, the same account is debited to record witholding taxes: "По дебету счета 70 "Расчеты с персоналом по оплате труда" отражаются выплаченные суммы оплаты труда, премий, пособий, пенсий и т.п., доходов от участия в капитале организации, а также суммы начисленных налогов, платежей по исполнительным документам и других удержаний".
Zoryana's reference comes helpful here: "Amounts owed to employees for work performed are recorded separately from accounts payable. Expense accounts such as salaries or wages expense are used to record an employee's gross earnings and a liability account such as salaries payable, wages payable, or accrued wages payable is used to record the net pay obligation to employees. Additional payroll-related liabilities include amounts owed to third parties for any amounts withheld from the gross earnings of each employee and the payroll taxes owed by the employer."
So, I would think that Accrued Salaries and Wages Payable should be the right term here.

The Payroll Liabilities account tracks taxes and benefits that are deducted from employees' paychecks and held temporarily until they are paid to the government or a designated bank.

Under the accrual basis of accounting, unpaid wages that have been earned by employees should be entered as 1) Wages Expense and 2) Wages Payable or Accrued Wages Payable.
