Is there a way to render this in comprehensible English prose?

Экономист Управления контроля за деятельностью организаций по обеспечению работы системы XXXснабжения Департамента внутреннего аудита и контроля за финансово-хозяйственной деятельностью дочерних обществ и организаций Аппарата правления...

My version:

Economist who monitors the Department of Internal Audit's section that oversees the financial and economic activities that ensure the operation of the XXX supply system and who monitors the financial and business activities of subsidiaries and entities of the Administration of the Management Committee...

I think the original needs to be parsed like this: Экономист [Управления контроля за деятельностью организаций по обеспечению работы системы XXXснабжения] [Департамента внутреннего аудита и контроля за финансово-хозяйственной деятельностью дочерних обществ и организаций Аппарата правления ОАО YYY]

And then the translation might be: Economist, Office for Oversight of XXXsupply System Operational Organizations, in the Department of Internal Auditing and Oversight of Financial and Economic Operations of Subsidiaries and Organizations of the OAO YYY Management Committee Administration.

I suppose "Oversight of Financial and Economic Operations of" could become "Operational Financial and Economic Oversight of", as an option.
