Russian term or phrase: Расчеты с - Chart of Accounts
I am looking for some general advice about how best to deal with the construction "Расчеты с" as used in the Chart of Accounts.

As the chart is not broken down into Credit and Debit it is sometimes hard to know whether they are referring to "payment due" or "receivables". I guess for that reason I have to stick to "settlements" but it does sound strange in English.

e.g. Расчеты по социальному страхованию и обеспечению - I would translate this as Social Security and Insurance Payments
Расчеты с персоналом по прочим операциям - Here it is harder, as I guess money could be both due to and from the employees.
Расчеты по налогам и сборам - Instinctively I think "Payment of Taxes and Duties" but then again there could be receivables in the form of tax rebates.

What do you think? Should I stick to "settlements" to allow for the various eventualities?

I see your difficulty! Mr Belonogov in Multitran seems to have got all these sewn up, and he is at least consistent with his use of "settlements". Other possibilities are "payments and deductions" or "payments and rebates" which sound better, but may be difficult in practice.
