agree  Michael Moskowitz: definitely "passed", not "expired" (time can expire, deadline, being a point in time, can only pass).

neutral  Sergei Tumanov: мне кажется это перевод фразы "срок подачи ... ещё не прошёл" здесь главная разница между "прошел" и "наступил", а с формальной точки зрения: разное количество букв и тд. :-)/а вы разве не видно в одномслове 7,в другом 14 букв,вторые буквы О и Р и тд :-)

  -> +насчет букв - согласен. По существу же разницы между "срок не прошел" и "не наступил" в данном контексте нет, поскольку глагол в отриц. форме: в обоих случаях смысл - "время еще есть".
