6.1.5. Работа службы движения организуется по сменам. Смены гражданских секторов Главного и зональных центров ЕС УВД возглавляются начальниками смен. Смены районных центров ЕС УВД, диспетчерских пунктов района аэродрома и аэродромного диспетчерского центра (АДЦ) - соответственно руководителями полетов района (РПР) и аэродрома (РПА) и аэродромного (аэроузлового) диспетчерского центра (РП АДЦ).
Старшим руководителем является руководитель полетов района. Работа каждой смены должна быть организована при полном составе специалистов на всех диспетчерских пунктах.
6.1.6. Руководителю полетов подчиняются в оперативном отношении начальники дежурных смен соответствующих объектов и служб, обеспечивающих полеты и УВД (ЭРТОС, ЭСТОП, метеорологической, штурманской, аэродромной, аварийно-спасательной) по вопросам, связанным с обеспечением безопасности полетов.
