Grading comment
I get the feeling that "cargo steward" is the proper translation in British English. I'm not so sure about American English, where I think the term steward, like stewardess, has gone out of fashion. But maybe not. Still, I thought "air cargo handler" sounded more like the person who loads the suitcases onto the plane, and it seems that the бортоператор has more of a managerial function than that. In any case, thanks to everyone who replied!

Explanation:
Air Load Master

The Air Load Master then goes to the aircraft where he has about 1 hour to prepare for flight. All role equipment needed to perform the task must be checked. Next, the aircraft is checked, both internally and externally. The cargo must be checked to ensure that it is prepared in accordance with current regulations, it is adequately restrained to prevent movement during flight and is correctly positioned to ensure that the aircraft's weight and balance limitations are not exceeded at any stage of the flight. This is the most critical aspect of the Air Load Master's job. Finally, catering arrives from the In-Flight Catering section.

It's hardly "flight engineer" which is sort of defined here;

Judging from the article, Flight Engineer is an officer position, closer to "бортмеханик" in Russian.

Бортоператор doesn't have to be an officer or have a college diploma, an associate degree or a trade school/trade college diplomas should suffice.

Generally, "бортоператор" is responsible for operating some specific equipment aboard an aircraft, often not essential to the flight functionality but rather indended for some special use of the particular type of aircraft. Many references use "бортоператор" for the position operating still and video cameras installed in a plane or chopper.
