Вообще-то никакой опечатки тут нет, хотя обычно говорят о зоне, недоступной для радиосигнала (no-course signal zone), впрочем, в соответствии с правилом исключенного третьего разница непринципиальная. Равносигнальная же (equisignal)зона - естественно, та,в которой сигналы от двух курсовых маяков равны по мощности. Смысл всего фрагмента ясен из нижеследующего:
