cotton ginning business
Explanation:
Ginning is the process of separating the fiber from the pods and seeds.
"Business" is added because of the context - it's not the mechanical process of ginning that is regulated but the business aspect of it.

primary processing of raw cotton into cotton yarn

Explanation:
I don't quite remember if the first stage you get is already called yarn, though.

Most likely you can omit "деятельность" - hanging "activity" onto the sentence will just make it sound bad.

Actually, the very first thing you get out of the cotton gin, which removes the seeds, is called "cotton lint." The link is categorized and baled. Then the link is spun into yarn (or "thread"). ... So, the technical question would be, where "primary processing" ends - with the lint, or with the yarn/thread. I see "lint" as one technical definition of волокно, so maybe it's "lint" - in which case, I would change "yarn" to "lint" in my proposal. Better check with a textile expert!

Correction to last note: "The lint is categorized..."
