Yes, you certainly can use "form" in the example you quote; or "set up", or "establish".

Asker: Just two questions Sir: 1. is 'amount' the right word for grain, wheat, and rye? 2. Can I still use 'forming' in some cases, for instance "Правительство поручило Аграрному фонду сформировать государственный интервенционный фонд в объемах не меньше: пшеницы - 900 000 тонн и т.д. ?
