These are not equivalents. These are rather brief definitions. But maybe the asker will find it reasonable to use definitions instead of equivalents, since not too many people know the exact design of harness and kinds of towing teams of animals anyway (unless a better answer will be provided).

The main pair is дышловая пара. Animals in it are stronger, larger and heavier than in выносная пара. They not only pull, but also stabilize the towed object. The выносная пара only helps the дышловая пара to pull the cart or other object.

Explanation:
The wheelers are the pair (or in tandem, the single animal) closest to the vehicle. They provide the main braking effort, slowing the vehicle and controlling it downhill by pulling back on the pole or shafts. The strength of the wheelers is often the limiting factor in determining the maximum safe load for a vehicle – while all the animals can pull uphill, only the wheelers can hold the vehicle downhill. For this reason, the strongest pair in a team may be chosen as the wheelers. Wheelers also steer the vehicle by turning the pole or shafts.

The leaders are all the animals in front of the wheelers. As they are also in front of the pole or shafts they cannot provide any braking effort.

neutral  dacs04: A very proper reference, which I've failed to find. Except that in this particular case bulls are pulling a plow, and wheelers look to me somewhat out of place. I am not sure.

  -> These terms are not exclusive to horses, hence the use of the word "animal" and not "horse" in the description. As for plowing, see the references I just added. There are others examples in books.
