Yes, it is an organization. Initially, the USSR Artists Foundation was established in 1940 as a NGO under the USSR Union of Artists (Cf. the Fund for US Artists) intended to support talented artists and art critics and improve their economic conditions through organizing exhibitions and sales of paintings. Gradually the Foundation became the owner of many officially recognized works, it had and still has a network of regional branches and various artistic studios.
The Union's mission was to serve for ideological guidance of the artistic development in line with the Party directives. Similar situation prevailed in the realm of other arts: the unions of architects, composers, cinematographers, etc.

In the post-Soviet era, republican affiliates became national foundations, like Russian Artists Foundation, devoting their efforts to organizational issues, maintaining cultural and economic relations with artists' associations of other countries.
