Explanation: during the soviet regime, the militzia had the power to detain someone drunk in the streets and take him/her to a miltizia station prison cell to "sober-up". There, the subject, receive a nice shower, clean lining and pijams. Next morning, he/she should pay 15 rubles for the services, if no money was available - a fine of 15 days of community service. In case of medical need, during the night in the sober-up cell, a medical officer (nurse, feldtcxher, or doctor) could be called to help. Hence, the expression "med-sober-up".
