Escalation is originally a military word but now more widely used, same goes for chain of command. "Administrative" and "conflict situations" would make the whole thing sound too much like bureaucratic jargon (but if the Russian original sounds like that to you, maybe that's what you want).

Explanation:
Английский термин "issue escalation" (передача проблемы на рассмотрение вышестоящего уровня[руководства]) встречается сплошь и рядом, причем без каких бы то ни было дополнительных поясняющих слов). Имеются в виду не только проблемы, связаные с клиентом, но разрешение проблем, возникающих при разработке и внедрении программных комплексов, проведении преобразований и вообще всех проблем в организациях с иерерахической структурой. Сочетание "conflict escalation" мне не никогда не встречалось, но при переводе с русского я бы использовал именно это краткое выражение. Судя по корявости фразы и употреблении слова "эскалация", которое в русском языке имеет негативный оттенок, в Вашем случае имеет место счастливая для переводчика калька английского выражения. Поэтому вполне оправданно перевести просто дословно и не задумываться.

Интересное словоупотребление, по всей видимости оно пришло в русский фз. из английского. Термин administrative escalation упортребляется, в основном, среди инженеров сетей, когда жалоба, поступившая от пользователся сети идет выше по административной лестнице до менеджера отдела информационных технологий, если клиенту не оказали помощь на раннем этапе: либо администратор локальной сети, либо инженер. Также видела это словоупотребление в случае, когда клеинт жаловался на страховую компанию по поводу пересмотра медицинского страхового полиса. Звучит немного странно, и прав "Моисеенко", что оно несколько искажает смысл в рус. языке. Но, видимо, лучше сделать обратный перевод.
