1. I would use the less wordy "office policies", because it fully conveys the idea of the Russian "offisno-administrativniy".

2. I am not exactly sure about your context, but if is dealing with informing everyone in the office on the new and existing policies, then one way would be to consider using the word "distribution". It is very common in almost any office to hear or read "distribution of office policies", or the like. If this information is meant for use both inside and outside the office, I would use "publication", cso the your sentence will become "publication of office policies". The word "system" will then sound redundant.
