Russian term or phrase: отклонять
тут лучше decline or reject?
3.4. Заказчик в течение 7 (семи) дней согласовывает График работ и Смету затрат или отклоняет их с указанием причин.
3.5. В случае согласования Графика работ и Сметы затрат Подрядчик приступает к работам.
3.6. В случае, если График работ и/или Смета затрат отклонены, Подрядчик в течение 7 (семи) дней готовит новые График работ и/или Смету затрат на согласование Заказчиком.
3.4. The Customer shall approve or decline with specification of reasons the Work schedule and the Cost estimate within 7 (seven) days.
3.5. The Contractor commences works upon approval of the Work schedule and the Cost estimate.
3.6. If the Work schedule and/or the Cost estimate are declined, the Contractor shall prepare new Work schedule and Cost estimate within 7 (seven) days for approval by the Customer.

Either would be OK, "decline" possibly sounds a shade more polite than "reject", but there isn't much in it.

The only slight amendment I would suggest to your version is:

3.4. ... or decline, specifying reasons, the Work schedule...

I like 'decline' for 3.4 and "not accepted" in 3.6


Explanation:
I guess this is fairly subjective on my part, but I would use 'decline' in clause 3.4 and 'if X and Y are not accepted...' in clause 3.5.
I seem to feel like 'decline' is a little 'too nice' for work that is being sent back for amendments and/or redoing.
