Of course, you could say "exercising owner's oversight," but then you'd have to translate реализация in one or two other ways for the other nouns, so you might want to try and get away without "exercising." I think it's possible.

to manage - might include the meaning of supervising and by owner. I mean, he is the owner - all they do is managing.
