Russian term or phrase:оформление документов, сопровождение в органы
реклама услуг агентства для иностранных компаний. Execution/preparation of documents не подоходит,т.к. фирма не сама штампует документы, а ходит в органы и там оформляет для клиентов, а, если нужно нужно, ведет клиента в эти органы чтобы например получить готовый.
but in form it's sucks – a mouthful of mothballs! Escorting though is too ominous. If you find "taking" too colloquial, maybe "attending xxxxwhateverxxx with the clients"?
By the way, why only state offices? Why not insurance agencies, banking orgs, etc? The text doesn't say.

Such offices make some documents up (i.e. filling application forms, preparing covering letters, etc.), have documents translated, put them together, submit them to the apposite institutions and more or less formally follow their progress there – usually through their long-established and often more or less legally “lubricated" internal contacts. All that is usually referred to as “processing“. They take care of making appointments for the clients and, when required, the clients, ignorant of the procedures, are taken to the offices to help them through the procedure. You cannot interpret that as Юрсопровождение: too narrow. It may be Юрсопровождение (when the clients are escorted/accompanied to the offices by a lawyer or a team thereof) or may be not.
А то я не совсем понял, как исходная фраза "фирма не сама штампует документы, а ходит в органы и там оформляет для клиентов" согласуется с последующей уточняющей фразой "оформление документов подразумевает: подготовку анкет, подачу, а не только получение готовых". Иными словами, фирма документы не штампует. Она их готовит.
Кстати, одно из значений глаголов obtain и procure в "данном контексте" - это пресловутое "оформление" (в отличие от, видимо, напрашивающихся вариантов "получение" и"заготовка"). Спасибо.
P.S. Словосочетание "сопровождение в органы" можно перевести (опять-таки с использованием глагола) как guide client visits to the authorities. На мой скромный взгляд.
