They say ( in North America ) "completed" in reference to education.
"Full' is not a correct term. You can say : he went to school for a full semester, but you cannot say : he received "full" secondary education. "Complete(d) secondary education" is a "set phrase" that is used in the West. As opposed to "incomplete secondary education"- "неполное среднее образование"
