i usually transliterate the names like Oblast and Rajon, maybe it is a matter of taste;

Asker: Кольский район - Kolsky District.

Asker: Я вот подумал. Вот в той же Википедии уже есть статья о Кольском районе на английском языке под названием Kolsky District. Допустим, имеется в виду Кольский район в ГОРОДЕ. а если речь идет о районе в городе КОЛА. Тогда что?
