In the now-dissolved Soviet Union, oblasts were one of the types of administrative divisions of the union republics. As any administrative units of this level, oblasts were composed of districts (raions) and cities/towns directly under oblasts' jurisdiction.
если вы имеете в виду 1) Кольский район в городе N., то, по-моему, стоит оставить его как Kolsky District (по аналогии с напр. Oktyabrsky District). А если район в г. Кола, то - a district in the town of Kola. Опять же, мне кажется более удобопонятным переводить Кольский район - административная единица и российская реалия - как Kola Raion, а вот Кольский район в городе Энске - Kolsky District.
My preference is for District/Region. Although I know quite a few folks that use 'oblast', and that's fine, not a big deal really. I have never seen anyone using 'rayon' though. It all boils down to the target audience I'm guessing. If it were part of the address on an envelope where you'd expect Russian mail workers to try and make sense of it, then yes, by all means leave oblast in there. On an official stamp, however, we want the reader to actually understand exactly what authority issued the document. Hence, in my opinion, oblast in this instance needs to be translated.

Hi Roman. I have been translating these type of certificates forever. :) I would definitely use words "Region" & "District", but not "Oblast" & "Rayon" because they are not geographical names. As far as for the rest, then I would agree with you, in this case "... муниципального образования... " is not an entity, or a unit. I believe it is related to education. ....Just my humble opinion. :)
1) i would still advocate "raion" (note the fancy new spelling :) ) in order to avoid confusion with a "federal district";
2) the whole term i would call "administration of municipal unit ("formation" just doesn`t appeal to me) Kolsky Raion (or District)", because presumably, although here the unit has been formed within the boundaries of the existing administrative district, it is not always the case // Kolsky Raion/District is the proper name of the municipal unit (entity, formation or how you choose to call it)

Нужен устоявшийся аналог этому обороту в практике перевода образовательных справок на английский язык. Очень много вариантов.
С "отделом образования" все ясно. А вот с "администрацией муниципального образования" не совсем. Предлагают то municipal formation, то entity, то organisation, то authority. Municipality, я так понимаю, здесь будет иметь другое значение (муниципалитет - что явно не одно и то же).
