More elegant and "English"-sounding variant.
US English version = "completed the study program".

Since the word "programme" is already included in the source sentence, to avoid awkward repetition, the entire sequence should be re-written as:
«закончил полный курс обучения на факультете иностранных учащихся по программе лечебного факультета…»
=
"completed the International Students Study Programme at the Faculty of General Medicine…"

What I meant by "more English-sounding" is less verbose. The other poster's variant sounds like English too. :D
