I hope I can get away with putting both terms in the caption because they appear together and cannot both be translated as "vocational school."

agree  Michael Tovbin: техникум is similar but not identical. You cannot use a техникум to complete your general university pre-requisites at a reduced cost. A техникум is specifically designed to give you the equivalent of an associate's degree.

Explanation:
Vocational is clear enough, as to technical one it implies a school, where pupils receive not only secondary eduction, but also some profession or trade to work in (autnomotive, civil aviation, electrical power, radio, vachine tools, etc.)
