You cannot translate this in straightforward manner since in English replies are different and you also hsould indicate the version of English (UK or US)

Щиток means a "small shield", but here it means also a part of electricla equipment of power supply circuit.
1. Щитки осветительные - light boards - a part for switching on and off a set of rooms from a single place.

2. Щитки этажные - stor(e)y (floor) electric control panel, or store switchboard - srves to regulate and siwtch off anf on electric supply to all rooms and passsages situated on the same floor

3Щитки для общественных зданий - electric control units (switchboards) for public places, public buildings; here they mean the equipment which is designed to be built inot walls of public places - it must be closed and be safe (traumas by electric current).

Therefore, you can unite all etrms inot a single or use, for example,
electric control units/switchboards for illumination store/floor control and public places.

Thus, electric switchboard could suit but do not lose "electric" - you thus can "sitch" to telephones:-)))

Explanation:
First, lighting panel, NOT light panel (the latter is табло).

Second, there may be a conceptual/code problem with этажные щитки. I believe that there is an official definition for them in Russian electrical codes. As far as I can tell without extensive checking, this is not the case in the US. If memory serves, US engineers tend to label them "load center, (dedicated) floor service".
