It obviously doesn't sound like adequate English; moreover, it allows the same two interpretations
A good translation should be like
Guidelines for the State Policy on Improving Energy Efficiency by the Use of Renewable Power Generation for the Period up until 2020
It's the shortest variant that conveys the complete meaning and eliminates the ambiguity of the original
The other two phrases are contained in the original; i.e., the text to be translated is precisely that document
The un-English-sounding title on the 'premier.gov' page should be replaced unless there are really strong reasons to stick with it
To be sure, each suggested translation can be googled as a whole phrase (in quotation marks), and results can be compared
Then it remains to be seen whether most of the web pages containing each variant have been created by English- or non-English speakers

"Основными направлениями государственной политики в сфере повышения энергетической эффективности электроэнергетики на основе использования возобновляемых источников энергии на период до 2020 года".

This sentence is bothering me, as I can't decide whether it reads "increasing the energy efficiency of the power industry BY USING renewable energy sources" or "increasing the energy efficiency of renewable power generation". The former sounds much more likely, which makes me question the use of "na osnove" in my other examples.

Thanks for your help so far. I thought that the use of 'energertika' suggested a sector of the economy, i.e. the electric power sector, rather than simply a form of energy. Certainly this is one of the meanings. As the references are from a government paper, I think they are talking about developing the sector as a whole.
