Russian term or phrase: "ротор и рабочее колесо" - how to differentiate between them?

This is from a document listing courses to be provided for personnel working on a pipeline project.
The "course contents" of each course are as far as it goes, there is no further explanation of the course itself.
So the context is not very useful.

СОДЕРЖАНИЕ КУРСА:

• Мембрана и дуффузор

I would normally translate рабочее колесо as rotor, but what do I do here?
