My answer assumes that this is something that happens after a power failure, when it is undesirable to restart all motors simultaneously because a large voltage drop would occur. Here's the best example I found of the language used:

"Any attempt to restart all motors simultaneously
could cause a plant-wide power failure. To prevent
this, critical motors are grouped in steps based on the process
categories discussed previously. . . . In some cases, 50 motors or more get restarted automatically."

I didn't find "self-start" or "self-starting" used to describe this kind of situation, but I did find "automatic restart" used fairly often.
