This is from a line in a table of railway costs. The heading for this section of the table is "Стоимость экипировки (материалы и сырье) в расчете на 1 экипировку, с учетом НДС". The line reads "экипировка мягким имуществом, жестким инвентарем, застил белья в ВПК". My best guess right now is that the line refers to costs of furnishings and linens for a first class car.

James, I wouldn't say it's a luxury railcar. Although these cars generally tend to be newer and somewhat better outfitted, the official difference from the normal "купейный вагон" (i.e. 2nd class) is the inclusion of about $7 worth of extra services (e.g. a breakfast/snack pack, toiletries, etc.) into the fare.

In fact, the reason behind this phrase in the original is that in the ordinary 2nd class you have to make your bed yourself, while in "ВПК" you have it made for you. Funny but true.

Thanks for the explanation, Anton. I don't believe "enhanced comfort car" is used in English -- at least I've never heard it, and Google doesn't show it. Multitran suggests "luxury," and the term "luxury railcar" is in use. I'll go with that.
