I'm only not sure if 1) the English refers only to plants, and/or 2) same question about the Russian.

That is, the Russian, with "из материалов", sounds like it's fabrics, etc. Whereas English "ground cover" is almost always plants. Yet I don't find matches for "fire-retardant ground covering," so maybe it has to be "the ground must be covered with fire-retardant material."
