I suspect these wouldn't necessarily be used in houses, but hard to find the right category. They are used on warehouse doors. I know they are a kind of padlock, but what does 'контрольные' mean here?

Looks like "контрольные" are those padlocks lockable without a key.

But I am not 100% sure it's the right answer.

This might be one way of translating it.

Here's a Russian definition: Контрольные замки. Замки, обеспечивающие возможность обнаружить случаи, когда их открывают посторонние лица.

And in English: "Your ability to successfully claim for stolen items is greatly increased by the fact that you are making the claim as soon as you received your bag, and by the fact you can point to your lock and show that the **telltale indicator** is red, indicating someone has opened it."
