Russian term or phrase:

A serving of Russian ravioli negotiations

Explanation:
Along the lines of Andrey's version. The term 'Russian ravioli' would be universally understood, rather than 'pelmeni', which not all readers would be familiar with

Negotiations over pelmeny

Explanation:
Chances are for this context enough readers will know what pilmeny are are to understand the point.

There is also a slight play on words.

In the US, the idiom is to hold meetings or negotiations over a meal, that is while eating or at mealtime.

But of course the parties could also be conducting negotiations about / over the pelmeny!

Political Talks over Russian Ravioli

Explanation:
As I said in my note above, I am afraid it shouldn't be "pelmeni", even with quotation marks. I know pelmeni aren't exactly ravioli, but blini aren't exactly pancakes, either. I think this sounds good as a title with the "R" alliteration. If I think of anything better, I'll add it later.

Talks on a "pelmeny" basis

Explanation:
On the analogy of the way the phrase "Переговоры в формате ..." is often used in Russian, corresponding to the English "one-to-one talks" / "talks on a one-to-one basis".

Makes it sound like the pelmeny are the basis for negotiations.

I think the article itself gives an idea of what pelmeny are.

The aim here is to echo a well-worn phrase in English. You could also say: "Pelmeny"-style negotiations.

or: Negotiations, "pelmeny" style

Negotiations a la carte

Explanation:
Sorry I can use diacritic marks on this computer. Interestingly I was given this very piece to translate as a test on April 27! My effort is given above. When doing a Google search on the phrase today today when researching another job I came across this page and was very interested in the discussion. Pity I hadn't used Google when doing the test! ;-)
